SUBSTANCE: method comprises: receiving a request type indication from the PGW source by the authentication, authorization and accounting (AAA) server of the 3rd Generation Partnership Project (3GPP), wherein the request type indication is used to indicate that the type of procedure executed by the user equipment (UE) is the initial connection; and selection by the AAA 3GPP server of the target PGW according to the indication of the request type. In this case, the selection of the target PGW according to the indication of the request type contains selecting the PGW closest to the UE as the target PGW, when the AAA 3GPP server determines that the PGW should be re-selected according to the operator configuration information.
