SUBSTANCE: system contains installed on the vehicle the on-board computer with Wi-Fi function and the transceiver device, the navigation satellite system, transmitting to the on-board computer the coordinates of the vehicle location for transmission through the transceiver to the central computer, containing the database of vehicles, installed on them on-board computers and personal accounts of cargo carriers, made with the possibility to calculate the payments for driving on the paid highways and debiting the funds from the cargo carriers customer accounts, wherein the areas of the highway with unstable or missing communication are additionally equipped with local network routers with Wi-Fi function to transmit to the central computer the data on the identification number of the on-board computer on-board navigation device and the vehicle data for positioning it on the road map in the central computer according to the routers installation coordinates.

EFFECT: tracing of the vehicle on the road sections with unstable or missing communications.
