SUBSTANCE: system that includes the building's power supply system, a building or other building or object cooling system, direct and return pipelines of the heat network, creating together with the local heating system circuits of the building using both high-temperature and low-temperature heat transfer media, the network coolant circulation system, and a water preheating unit for hot water supply system comprising at least one tank storing hot water, network coolant circulation system after the circuits of local heat consumption systems of the building and after the water preheating unit contains a heat pump that is used as the first stage of water heating and as the main unit for heating water to the required temperature in the hot water supply system due to the thermal energy of phase transition of circulating through the heat pump working medium, wherein the working medium circulation circuit is configured to use through heat exchanger the residual heat energy of low-temperature heat of return network coolant directly or at the outlet of said circulation system and residual heat energy of heated coolant of return pipeline of building or other building or object cooling system.
