SUBSTANCE: technology is proposed using a double connection. The user terminal (UE) may identify the first physical channel containing the first uplink control information (UCI) and the second physical channel containing the second UCI information. The terminal UE may select a priority level for the first physical channel and a priority level for the second physical channel. This terminal UE may apply power scaling down to the transmissions of the first physical channel or to the transmissions of the second physical channel if the total transmit power of the UE terminal must exceed a certain value for a period of time. The terminal UE may scale the transmission power for the second physical channel downward if the priority level for the first physical channel is higher than the priority level for the second physical channel, depending on the type of the first UCI information and the type of the second UCI information.

EFFECT: increasing the throughput at the edges of the cell, the average sector capacity, and balancing the load between the cells.
