FIELD: physics.
SUBSTANCE: device for decoding image data is proposed. The device comprises a decoding module for decoding the encoded data and generating the quantized coefficients. The device also comprises an inverse quantization module for inverse quantization of quantized block coefficients generated by the decoding module with an orthogonal transformation skipping for which an orthogonal transformation process is skipped using a quantization matrix containing coefficients having the same value.
EFFECT: improving the quality of the image by using a quantization matrix containing coefficients having the same value.
