SUBSTANCE: image processing device comprises a receiving unit for receiving encoded data comprising a plurality of coefficients which form a quantisation matrix; a decoding unit for decoding encoded data received by the reception module; and inverse quantisation module for inverted quantisation of generated quantised block coefficients with orthogonal transformation skipping, in which the orthogonal transformation process is skipped using a matrix containing coefficients, having identical values different from quantisation matrix consisting of multiple coefficients.
EFFECT: technical result consists in improved efficiency of coding.
