SUBSTANCE: invention discloses video data delivering means. Method of video data encoding provides: decoding a bit stream including video data and syntax information for video data decoding, decoding of the syntax information comprises decoding of the supplementary extension information (SEI) message of the access unit active parameter sets, SEI message of the active parameter sets indicates a plurality of sequence parameters sets (SPSs) and a video parameters set (VPS) for decoding of the access unit video data. Decoding of the active parameters sets SEI message comprises: decoding the first syntax element that specifies the number from the plurality of SPS sets, and decoding of the additional syntax elements; activation of multiple SPS and VPS sets; and decoding of the access unit video data.
EFFECT: technical result consists in expanding the arsenal of technical means of video data delivering.
