Device comprises a production line for supplying of cast section, a hot rolling mill that is connected to a casting line for receiving a cast preform and its hot rolling, and a heating block that is disposed between the casting line and the hot rolling mill. Increasing the uniformity of heating the billet is ensured by the fact, that the heating unit is designed to reheat the outer surface in the width direction of the cast preform, while the latent heat of the phase transition obtained from the preheating is maintained in the central portion in the direction of the width of the cast preform. Device may also comprise a continuous casting device for producing the cast section. Heating block may be located at the front end of the hot rolling mill for repeatedly heating the cast section at a plurality of points. Method of casting with hot rolling includes a stage of continuous casting, a uniform heating step is performed in which the cast preform is repeatedly heated at a plurality of points in the direction of transportation of the cast preform, and a hot rolling step in which the cast preform is reduced after the uniform heating step.
