SUBSTANCE: invention relates to the formation of a tensile stress-creating chromium-free coating on a sheet of textured electrical steel, which simultaneously achieves an excellent resistance to moisture absorption and a high loss-reducing effect in iron obtained by generating a sufficient voltage by using an inexpensive source of Ti instead of an expensive Ti chelate. Treatment solution for forming a tensile stress-free chromium coating on a sheet of textured electrical steel is proposed, containing one or more substances from Mg phosphate, Ca phosphate, Ba phosphate, Sr phosphate, Zn phosphate, Al phosphate and Mn phosphate, colloidal silica in an amount of 50 parts by weight to 120 parts by weight per 100 parts by weight of one or more phosphates, based on the content of the solid phase SiO2, Ti source in an amount of 30 parts by weight to 50 parts by weight per 100 parts by weight of one or more phosphates, based on the solids content of TiO2 and H3PO4. Moreover, the number of moles of metal elements in one or more phosphates and the number of moles of phosphorus in the solution satisfy the relation: 0.20 ≤ ([Mg]+[Ca]+[Ba]+[Sr]+[Zn]+[Mn]+1.5[Al])/[P] ≤ 0.45, in which each element symbol shown in square brackets represents the number of moles of this element contained in the proposed solution.
