SUBSTANCE: invention relates to predictive encoding/decoding of a motion vector. Method for determining a motion vector predictor for predictive encoding comprises: step of determining a motion vector of a target fragment in a frame image of an encoding target; step of determining the first variant of a motion vector predictor from a motion vector or motion vectors of one or more fragments belonging to a consecutive area on the left of the target fragment; step of determining the second variant of a motion vector predictor from a motion vector or motion vectors of one or more fragments belonging to a consecutive upper area above the target fragment; step of selecting an optimal motion vector predictor and outputting the predictor information of the motion vector predictor to indicate the selected optimal motion vector predictor; and a step of encoding the information of the motion vector predictor.

EFFECT: technical result is a reduced computational complexity necessary to determine the motion vector predictors.
