SUBSTANCE: method for predicting coding of motion vectors includes: determining a motion vector of a target fragment in a coding target frame image; determining a first version of a motion vector predictor from a motion vector or motion vectors of fragments belonging to a neighboring region on the left for the target fragment; determining a second version of the motion vector predictor from the motion vector or motion vectors of fragments belonging to the neighboring region from the top for the target fragment; selecting an optimum motion vector predictor and outputting motion vector predictor indicator information to indicate a selected optimum motion vector predictor, wherein optimal motion vector predictor is selected based on comparison between versions of motion vector predictors; and encoding the motion vector predictor indicator information.
