SUBSTANCE: invention relates to computing. A method for predictive decoding of a motion vector used in motion compensation prediction to restore a video sequence includes determining the first variant of a motion vector predictor from a motion vector or motion vectors of fragments belonging to a left-adjacent region located to the left of a target fragment in a frame image of a decoding target; determining the second version of the predictor of the motion vector from the motion vector or motion vectors of fragments belonging to an adjacent top region located above the target fragment; decoding the encoded data to recover the motion vector predictor indicator information; and selecting the optimal motion vector predictor indicated in the motion vector predictor indicator information from one or more motion vector predictor options.

EFFECT: invention decreases the computational complexity required to determine the motion vector predictor.
