SUBSTANCE: user equipment (UE) can identify the D2D data which must be transmitted from the UE. D2D data can be identified when the UE is in the radio resource control (RRC) standby mode. The UE can be limited by a predetermined resource allocation mode for transmitting D2D data from the UE. The service request procedure can be initiated at the UE. The service request procedure may cause the UE to perform the RRC-connection setup procedure with the enhanced Node B (eNB) to switch the UE from the RRC standby mode to the RRC-connection mode. The UE can receive an upperlink (UL) channel grant from the eNB to transmit the D2D data from the UE. The UE can send D2D data using the UL grant provided by the eNB.

EFFECT: improved quality of message transmission.
