SUBSTANCE: invention relates to allocation of an access point name. To do this, the network device includes: a reception unit which is designed with possibility to receive a user activation request, sent to the UE, wherein the user activation request includes user location information (ULI); module for parsing, which is designed with the possibility of parsing ULI, received by the reception unit to obtain the location area code of the UE; a determination module designed with the possibility to determine a set of zone codes, which owns the zone code obtained by the parsing module; and a receiving module, which is designed with possibility to receive,in accordance with the mapping relationship between the area code and the actual access point name (APN), the actual APN for the UE.

EFFECT: technical result is provision of centralized administration of the UE based on a geographic coverage area.
