SUBSTANCE: method is disclosed for forming cavitation zones in a flow of a non-burning liquid and controlling their destruction, including a moving liquid flow, means for forming cavitation zones in a liquid flow. The liquid is non-burning. Cavitation zones are formed by dispersing the combustible agent in a non-burning liquid. The combustible agent is impulsively or non-impulsively ignited in a flow of non-burning liquid with the formation of cavitation phenomena controlled by the destruction. Also, device for implementing the method is disclosed.
