SUBSTANCE: invention relates to the transmission of downlink data. To this end, a downlink data transmission method comprises the steps of: receiving a downlink data notification message sent by a serving gateway; receiving an attribute of a downlink data category to be transmitted contained in the downlink data notification message; and determining, according to the attribute of the downlink data category to be transmitted and a downlink data management policy, whether to send a paging message to an access network device, wherein the downlink data management policy is used to indicate a set of downlink data category attributes which transmission is allowed or prohibited.

EFFECT: technical result is a reduction in signaling costs and a reduction in the overload in data transmission.
