SUBSTANCE: invention relates to lubricating-cooling technological means (COTS) and can be used as a COTS in the finishing and hardening treatment of surfaces of steel parts by methods of surface plastic deformation (PPD), in particular, by diamond smoothing. Lubricating-cooling process agent for surface deformation processes, containing copper chloride and water, further comprises triethanolamine, polyethylene glycol, acetic acid, monoalkyl ethers of polyethylene glycol on the basis of primary fatty acids with the following ratio of components, mass%: copper chloride 4–7; triethanolamine 8–13; polyethylene glycol 35–45; acetic acid 17–30; water 1–2; monoalkyl esters of polyethylene glycol based on primary fatty acids 10–26.

EFFECT: creation of an effective COTS, which ensures an increase in wear resistance and extreme pressure resistance of the surface of the workpiece with a decrease in the consumption of COTS.
