SUBSTANCE: invention relates to aerodynamic brakes with controlled flaps. Braking system and the recovery of kinetic energy of railway cars and trains contains a driver's console, control units, traction electric drive, an output power register, energy storage unit, buffer drive power control and remotely controlled air intakes with wind turbines and electric generators. At the same time, wind turbines are kinetically connected to electric generators, the electrical outputs of which are connected to the inputs of the register of the output power of electric generators. Terminals of the accumulator battery are connected to the output of the register via the automatic charging module, which are connected through the buffer power controller to the inputs of the traction electric drive, and the outputs of the control unit on the communication line are connected to the air intake inlets.

EFFECT: technical result is ensured effective aerodynamic braking.
