FIELD: transportation.

SUBSTANCE: vehicle control device comprises friction clutch (4), oil pump (11), electric oil pump (16), control unit (20). Control unit (20) keeps friction clutch (4) disconnected, with the clearance removed, when the vehicle is stopped. Control unit (20) reduces the rotational speed of electric motor (3) by means of a predetermined rotational speed as the target rotational speed of electric motor (3), when a request is made to stop the electric motor generator (3), if the speed of electric motor (3) for electric motor generator (3) exceeds the preset speed. When the speed of electric motor (3) has reached the specified speed, reduce the rotation speed of electric motor (3) to zero, while limiting the torque of electric motor generator (3). Method for driving a vehicle is also provided.

EFFECT: improved efficiency of fuel use by means of electric motor generator is achieved.
