SUBSTANCE: invention relates to computer engineering. Method of decoding a picture block, in which a reference picture is reconstructed from another reference picture of a decoder picture buffer of a first layer of a multilayer stream and from data decoded from second layer of said multilayer stream, and storing said reference picture in the decoder picture buffer of said second layer, wherein said reference picture is indicated as not to be displayed; decoding a flag indicating that the subsequent decoded picture of the second layer does not use any interlayer prediction; and reconstructing a picture block of said subsequent decoded picture from at least said reference picture.

EFFECT: technical result is to provide the switching of the streams with scalable encoding / decoding.
