FIELD: physics.

SUBSTANCE: invention relates to the computer equipment. Video signal decoding method includes obtaining a reference image index associated with a current block from a bit stream, wherein the reference image index is transmitted to select the associated image from the plurality of previously decoded images; selecting a related image relating to a temporal candidate motion vector of the current block based on the reference image index; obtaining a motion candidate time vector on the associated unit; generating a list of motion candidate vectors comprising a temporal motion candidate vector; determining motion vector predictor based on a list of motion candidate vectors and candidate index of current block, wherein candidate index indicates one of motion candidate vectors contained in list of motion candidate vectors; determining the motion vector of the current block using the motion vector predictor and the motion vectors difference; obtaining prediction samples of the current block using the motion vector and decoding the current block using the prediction samples.

EFFECT: technical result consists in improvement of video signal decoding efficiency.
