Technical result is achieved by producing current picture of the current level to be decoded from the color format, the bit depth of the luminance samples of the current picture, or the bit depth of the chrominance samples of the current picture; producing previous decoded picture of the current level from the color format, the bit depth of the luminance samples of the previous picture, or the bit depth of the chrominance samples of the preceding picture; and determining the value of the first flag associated with the current picture, the first flag indicating whether pictures in the decoded picture buffer (DPB) are to be output.
EFFECT: increased efficiency of video information coding.
