SUBSTANCE: group of inventions refers to a server and charging / discharging system, as well as to a method for managing a server. System contains a server and a plurality of registered vehicles, each of which is equipped with a rechargeable-discharged battery and connected to the server with the possibility of information exchange. Server comprises a controller configured to communicate with a plurality of registered vehicles. Controller receives information about the scheduled start time of the next trip of each registered vehicle. Controller can receive information about electricity, while information about electricity is part of information about the electricity supply system, which shows the ratio of supply and demand of electricity in the external power supply system, and receive a request for electricity regulation, issued on the basis of this ratio. Controller based on the scheduled start time and power information can determine the battery of the target vehicle to be charged or discharged from the number of parked registered vehicles. Controller can send one of the charging or discharging commands to the target vehicle, which orders the battery of the target vehicle to be charged or discharged.

EFFECT: invention makes it possible to adjust the state of charge of vehicle batteries in accordance with the ratio of supply and demand for electricity in the external power supply system.
