SUBSTANCE: invention relates to communication domain and discloses a signaling optimization method and apparatus. Method includes the steps of: receiving, by the UE, configuration information transmitted by the first device on the network side, where the configuration information includes a list, and the list is a cell list or a list of base stations; and performing a transition, by the UE, to an intermediate state according to the configuration information, where the intermediate state means that when the UE stores the context information of the UE, if the UE moves and the cell travel range is within the coverage area of the cell or base station, UE is configured to perform cell reselection according to the list.

EFFECT: technical result is to solve the problem associated with the high overhead of signaling and the long delay in data transmission when UE accesses the network side.
