System contains a server, a computer workstation designer and an external memory unit. Computer of the designer’s workstation includes a processor, a memory unit, a monitor, a data input unit, an electronic map model generating unit of a digital infrastructure model, a table-top information generation unit, a railroad infrastructure targeted parameter generation unit, block of generation of experiment scenarios, block of simulation and modeling, block for selecting development options, memory module, machine learning block, block for selecting and storing machine learning results. External memory block consists of a module for processing an external data base and five memory modules, in which, respectively, the current geo-information database of digital models of railway infrastructure objects is recorded, a database of technological processes, a database of technical and administrative acts of railway stations, a database of simulation results and a database of selected scenarios.
