SUBSTANCE: invention relates to wind power engineering. Wind turbine device comprising a first rotatable blade device and a second rotatable blade device configured to rotate the first blade device, wherein the first rotatable blade device comprises a plurality of blades rotatable about a first axis and a means for changing the moment of inertia of the first rotatable vane device in a direction opposite to the first axis, the device for changing the moment of inertia of the blade of the first rotatable vane device comprise a hub on the first axis, said hub being connected to the blades of the first rotatable blade device and rotatable together with said blades, said hub comprising means for displacing the moment of inertia of the hub from the first axis.
EFFECT: invention is aimed at generating energy at low wind speeds.
