SUBSTANCE: invention relates to encoding/decoding video. Device for predicting a motion vector of a current block comprises: module for determining co-located images, which determines the co-located image from the images recovered to the current image, according to the associated index; module for determining possible variants of motion vector prediction; and a motion vector prediction module, which receives prediction information of a candidate block, indicating a candidate block that is combined with the current block, determines the predictor of the motion vector of the current block from among the possible variants of motion vector prediction, containing a possible variant of forecasting a temporary motion vector, based on the prediction information of a possible variant of the block and forms the motion vector of the current block using the motion vector predictor.

EFFECT: technical result is an increase in the efficiency of motion vector prediction.
