SUBSTANCE: invention relates to computer engineering. Image decoding device comprises an acquisition module, configured to acquire a level, indicating the decoding load of a partial image region from file management information, including encoded image data and encoded data management information; and a decoding module, configured to decode the encoded data of the partial region generated from the encoded data contained in the file, based on the level acquired by the acquisition module.
EFFECT: technical result is enabling decoding of partial images from higher level images, which, in particular, leads to less restricted application use.
