SUBSTANCE: inventions relate to an encoding device and a receiving device. Encoding device includes an image encoding unit configured to generate video data having a frame rate switching portion, from the encoded image data of a first sequence to the encoded image data of a second sequence having a frame rate different from the frame rate of the first sequence, wherein the image encoding unit is configured to perform encoding such that the display end timing of the last frame of the encoded image data of the first sequence is set to be the same as the display start timing of the first frame of the encoded image data of the second sequence.
EFFECT: technical result is ensuring display continuity of the receiving side of the video data having a frame rate switching portion from the encoded image data of the first sequence to the encoded image data of the second sequence.
