Image data decoding device comprises: decoding unit for decoding from a bit stream information of a motion vector difference for a current block and information of a motion vector predictor for a current block; candidate determination unit, configured to generate a group of motion vector predictor candidates and change it based on the values and the number of motion vector predictor candidates in said motion vector predictor candidate groups; motion vector recovery unit configured to determine a motion vector predictor for a current block based on a group of motion vector predictor candidates and said information about a motion vector predictor and determine the motion vector for the current block based on said motion vector predictor and said motion vector difference information.
EFFECT: technical result – increased compression ratio when decoding images.
