SUBSTANCE: invention relates to methods of encoding and decoding information. Electronic device for decoding contains a decoder module, configured to: decoding the first divider for the weight ratio of brightness of the target image from the encoded data; obtaining the first reference value of the weight ratio of brightness in accordance with the first divider; decoding the first brightness weight ratio difference value from the encoded data; obtaining a weight ratio of brightness by summing the first reference value and the first difference value; obtaining a second reference value of the chromaticity offset of the target image by subtracting the value obtained by multiplying the median value of the maximum pixel value by the weight chromaticity factor, and shifting to the right by at least one binary digit indicated by the second divider for the chromatic weight ratio from the median value; decoding the second difference offset value of the chroma from the encoded data; obtaining a chroma bias by summing the second reference value and the second difference value.

EFFECT: coding efficiency increase.
