Decoding device comprises a decoding module with the ability to decode a first divider for a weight coefficient of brightness of a target image from coded data; decoding a first difference value; obtaining of a second divider by summing the first divider and first difference value; obtaining of the first reference value of the weighting coefficient of brightness in accordance with the first divider; decoding the second difference value of the luminance weight coefficient from the encoded data; obtaining a weighting coefficient of brightness by summing the first reference value and the second difference value; obtaining of a second reference value of the weight chromaticity coefficient in accordance with the second divider; decoding the third difference value of the weight chromaticity from the encoded data; and obtaining the chrominance weighting factor by summing the second reference value and third difference value.

EFFECT: technical result of the invention is to improve the efficiency of decoding information.
