For this purpose, the following steps are provided: determining the number N of padding bits according to the number M of effective information bits included in the code block, and the number of L effective input ports using a polar code coder, where M and L are positive integers, and N is the difference between L and M; determining the input bits to be entered into the encoder using a polar code, where the input bits include M effective information bits and N fill bits; input according to the mapping relationship between L effective input ports and input bits of input bits to an encoder using a polar code through L effective input ports to perform encoding, to obtain the coded bits; and transmission of coded bits.

EFFECT: technical result is the provision of the possibility of transmitting a code block by using a polar code.
