Device for encoding a moving image using interframe prediction based on interframe prediction information of a candidate for fusion in units of units comprises a prediction information coding unit which indicates a predetermined number of fusion candidates; unit for extracting prediction information for extracting candidates for fusion from inter-frame prediction information for prediction unit; unit for creating a candidate list for merging from extracted candidates for merging; first and second candidate replenishment units, which, with repetition, perform adding to candidate merge candidate list; and a candidate selection unit for merging, which selects one candidate for merger of candidates for merger in the list of candidates for merger with the number of candidates for merger, which has reached a pre-determined number of candidates for merger.
EFFECT: technical result is higher efficiency of encoding a moving image.
