SUBSTANCE: invention relates to video coding, particularly to transmission of multilayered extension streams of high-efficiency video coding (HEVC) standard. Disclosed is a video decoder which assembles an access unit from a plurality of elementary streams for a video stream in a buffer model. Video data stream may represent a transport stream or a program stream. Identical buffer model is used regardless of whether elementary streams contain bit streams according to scalable high-efficiency video coding (SHVC), multi-view HEVC (MV-HEVC) or 3D-HEVC standard. Besides, video decoder decodes access unit.
EFFECT: technical result consists in improvement of efficiency of decoding.
