FIELD: physics.

SUBSTANCE: method of decoding video data in which the video set the video parameters (VPS) is decoded from an encoded bitstream, which includes many of the syntactic structures of the hypothetical reference decoder (HRD) parameters, each of which includes the HRD parameters. For each corresponding syntactic structure of the HRD parameters in a variety of syntactic structures of the HRD parameters, but not the first syntactic structure of the HRD parameters included in the VPS, the VPS additionally includes a syntax element specifying, whether the HRD parameters of the corresponding syntactic structure of the HRD-parameters include a general set of the HRD-parameters or not. The general set of the HRD parameters is common to all sublayers of the encoded video bitstream. And herewith the first syntactic structure of the HRD parameters included in the VPS includes a general set of the HRD parameters; and the operation is executed using the HRD parameters of at least one syntactic structure of the HRD parameters.
