Receiving a configuration record for decoding a bitstream of video data, wherein the configuration record for the bitstream includes a toolkit indicator syntax element, which includes information identifying, from a set of video decoding tools, tools which are required to decode a bit stream associated with a configuration record. Based on the syntax element of the toolkit indicator, it is determined whether to extract the bitstream associated with the configuration record. Based on the determination, a bit stream associated with the configuration record is extracted. Bit stream is extracted, and the bit stream is output to a video decoder for decoding.
