SUBSTANCE: invention relates to information and measurement systems and can be used to measure range, speed and direction of movement of movable and fixed objects based on their digital video images. Disclosed is a distance meter based on a digital video camera, in series connected to a controller, a video analysis unit, a computing unit, a display unit and a video camera rotation unit relative to two axes of rotation, as well as a sighting target for attachment to an object which has a shape of a sphere with radius R and is coloured in colour, one of which components is weakly expressed, wherein distance to object L(t) at time t is determined from the expression: , where F is focal distance of video camera lens; r(t) is the radius of the sighting target in pixels on the video frame at time t; pix is the physical pixel size of the image (on the matrix).
EFFECT: possibility of measuring distance to movable and fixed objects with high accuracy, as well as broader functional capabilities.
