Method comprises steps of: obtaining, by means of user equipment, a equipment identifier and a key which are assigned by the core network device and which are used for transmitting no-resolution; encrypting and encapsulating, through user equipment, data by using a user equipment key and identifier; and transmitting, by user equipment, the encrypted and encapsulated data to the access network device over the first transmission unit resource with the no-resolution transmission mode.
EFFECT: efficient and secure communication in a no-resolution transfer scenario.
