Tool comprises a cutting tool for driving through an obstacle, which is in front of the cutting tool, having at least one rotary cutting element connected to its lower end, a displacement mechanism connected to the upper end of the cutting tool and configured to install and adjust the cutting position for the cutting tool relative to the tool axis for borehole operations, and a rotary element connected to the displacement mechanism and configured to deflect the displacement mechanism relative to the tool axis, wherein the cutting tool is deflected with a displacement mechanism.
