SUBSTANCE: invention relates to geophysics and is intended for monitoring of natural environment, information support of radio communication and navigation. Information obtained from radio markers is easily integrated into the existing ionosphere monitoring system and enables to expand the probing area of the ionosphere and the troposphere over oceans and hard-to-access regions of the Earth. In the algorithm for calculating characteristics of tropospheric refraction, a scheme is proposed for calculating integral moisture content in the atmosphere and profiles of moisture in the atmosphere.

EFFECT: technical result consists in probing the outer ionosphere from low orbits of spacecraft used in the proposed scheme, and provides higher efficiency and efficiency of monitoring the ionosphere and troposphere.
