SUBSTANCE: invention can be used in cleaning of harmful atmospheric emissions, artificial increase of precipitation and improvement of weather conditions. Destruction of the layer of inversion of air temperature in the troposphere is carried out by creation of turbulence and an ascending air flow. Vertical air temperature profile in troposphere is controlled, and type and power of temperature inversion layer is determined. System of heat release sources is delivered to the exposure area. Ammunition of plasma-optical action are used as sources of turbulence and heat release. Their delivery to the area of impact is carried out using rapid-fire artillery systems. Ammunition is bled in volume of action synchronously at various tiers of heights in area of action, mathematically calculated for given state of atmosphere.

EFFECT: providing the possibility of implementing the assignment regardless of weather conditions.
