SUBSTANCE: invention relates to the computer equipment. Video encoder for encoding with prediction of the next frame video stream in accordance with motion compensation into the encoded video bit stream comprises: a frame buffer configured to store a reference frame of the video stream, a prediction module configured to generate a prediction block of the current block of the current frame from the reference frame reference block in accordance with a motion vector having a fractional-pixel resolution, wherein the fractional-pixel resolution determines the whole pixel position and the fractional-pixel positions, wherein the prediction module is configured to interpolate the reference block in accordance with the fractional-pixel resolution by one of the interpolation filters: an interpolation blur filter, a filter with taps and a filter with taps, followed by a sharpening filter, wherein the sharpening filter is a nonlinear filter.
EFFECT: improved quality of video stream encoding/decoding.
