SUBSTANCE: invention relates to the field of radio communication and is intended for encoding and decoding images. Device for decoding an image comprises means for acquiring intra-frame prediction mode, which receives information on intra-frame prediction mode of prediction unit of brightness component and on intra-frame prediction mode of prediction unit of chroma component, and means for performing intraframe prediction, which makes the intraframe prediction in relation to the prediction block of the chroma component according to the specified intraframe prediction mode. Image encoding device comprises intraframe prediction means, which performs intraframe prediction with respect to prediction of the luminance component and the chroma component prediction unit, and an output means which generates intra-frame prediction information of the prediction block of the luminance component and the chrominance component unit.
EFFECT: high image quality by increasing efficiency of encoding and decoding video signals in intraframe prediction mode.
