SUBSTANCE: invention relates to communication. Method includes steps of: receiving, using control plane network element, a delay instruction; receiving, by the network element of the control plane, an event report message transmitted by the network element of the user plane, where the event report message includes a report transmission event which is used to notify the network element that the downlink data packet does not correspond to the unidirectional channel; is determined by control plane network element, that UE is registered in mobility management network element; when the first period of time expires and if the network element of the control plane has not received during the first period of time routing information of the base station, the network element of the control plane transmits the DDN message to the mobility management network element.

EFFECT: reduced transmission of a DDN downlink data notification message, reduced load on signaling of a mobility management network element and, in addition, reduced complexity of processing a network element of a user plane.
