FIELD: image processing means.

SUBSTANCE: image processing device comprizes a setting unit, sampling unit and encoding unit. Setting unit is configured to place the first quantization matrix and a second quantization matrix as quantization matrices used in case of quantization. Sampling unit is configured with option of quantization image data using a quantization matrix installed installation unit to generate quantized data. Coding unit is configured with option of coding quantized data to generate an encoded stream, including a parameter which indicates whether to use as a second quantization matrix corresponding to the second identifier, the same quantization matrix, as the first quantization matrix corresponding to the first identifier.

EFFECT: increase efficiency of encoding images by reducing the number of codes parameters of quantization matrix.
