FIELD: astronautics.
SUBSTANCE: invention relates to construction of single or multi-tier satellite systems (SS) for a continuous global survey of the near-space with given multiplicity and periodicity. Survey area of the SS is a spherical layer of the near-space. Method includes the placing of observation satellites into orbits, at least one of the tiers, of which the lower one is located below the lower one, and the upper one above the upper boundaries of the given spherical layer. Layer is conventionally divided into upper and lower zones of control, and (in the case of two-tier SS), lower-tier satellites survey the upper, and upper-tier satellites the lower control zone. Parameters of an optimal one or two-tier SS are chosen from the condition of the minimum of the total characteristic speed required for launching satellites into orbits of the upper, or only the lower, or both tiers.
EFFECT: technical result is the creation by SS of continuous global review of the specified near-space with minimal energy costs for its construction.
