FIELD: astronautics.
SUBSTANCE: invention relates to construction and transformation of multi-tier satellite systems (SS) of the survey of near-space, having the appearance of a spherical layer, with given multiplicity and periodicity. SS contains two tiers of observation satellites located below the lower and above the upper boundaries of the specified spherical layer. Method includes replacing failed one or more satellites of the upper tier by removing instead of them one or more serviceable satellites of the lower tier. Satellites of the lower tier are placed into orbit close in parameters to the orbit of the indicated failed satellites of the upper tier, but of greater height so as to maintain the specified multiplicity and frequency of the specified spherical layer. Transformed two-tier SS may contain redundant lower-tier satellites for it, which are put into “sleep” mode or used to observe additional areas of space.
EFFECT: technical result is to ensure efficiency and cost savings on the restoration of the performance of the specified SS in case of failure of the observation satellites of the upper tier.
