SUBSTANCE: invention relates to a technology for encoding and decoding moving images. Video encoding device is provided in which each frame of the video image is divided into first blocks of a predetermined size, which are then divided into one or more second blocks, and the video is encoded in unit units. Quantization parameter calculating unit calculates the quantization parameter of the second block. Output unit of the predicted quantization parameters outputs the predicted quantization parameter of the second block using the third block quantization parameter that adjoins the second block to the left and the fourth block that adjoins the second block from above. Generating unit of the difference quantization parameters generates a second quantization difference parameter from the difference between the second block quantization parameter and the predicted quantization parameter. Generation unit of the first bitstream encodes the difference quantization parameter of the second block.
EFFECT: providing technology that improves coding efficiency by reducing the size of the quantization parameter code.
