SUBSTANCE: disclosed is a video encoding device, wherein each video image frame is divided into the first blocks of a given size, which are then divided into one or more second blocks, and the video is encoded in block units. A quantisation parameter computing unit (110) computes a quantisation parameter of the second block. A predicted quantisation parameter output unit (114) outputs the predicted quantisation parameter of the second block using the quantisation parameter of the third block, which adjoins the second block on the left side, and the fourth block which adjoins the second block from the top. A difference quantisation parameter generating unit (111) generates the difference quantisation parameter of the second block from the difference between the quantisation parameter of the second block and the predicted quantisation parameter. The first bit stream generating unit (112) encodes the difference quantisation parameter of the second block.
EFFECT: providing the technique which improves encoding efficiency by reducing the size of the quantisation parameter code.
